The arrival of European grants are a great opportunity to improve energy efficiency in buildings.
Catalonia is expecting 2.742 million euros to help different sectors with the improvement of energy efficiency and the use of renewable energy.

Funds for self-consumption and energy storage, with renewable energy sources, and for the implementation of renewable thermal systems in the residential sector
What programs are subsidized?
- Stimulus program 1: Realization of self-consumption installations with renewable energy sources (photovoltaic or wind), in the service sector, with or without storage.
- Stimulus program 2: Realization of self-consumption installations with renewable energy sources (photovoltaic or wind), in other productive sectors of the economy, with or without energy storage.
- Stimulus Program 3: Incorporation of energy storage in existing self-consumption installations with renewable energy sources, in the service sector and other productive sectors.
- Stimulus program 4: Realization of self-consumption installations with renewable energy sources, in the residential sector, public administrations and the third sector, with or without energy storage.
- Stimulus program 5: Implementation of energy storage in existing self-consumption installations with renewable energy sources, in the residential sector, public administrations and the third sector.
- Stimulus Program 6: Realization of thermal renewable energy installations in the residential sector. Includes thermal solar, biomass, geothermal, hydrothermal or aerothermal technologies (excluding air-to-air technologies) for air conditioning and / or domestic hot water.
Available budget: 114,988,848€ between all programs
- Program 1, 2 and 3
- The grant will be calculated as a percentage of the total costs eligible for funds.
- There is a maximum fund.
- Additional grants may be awarded for:
- Asbestos removal on roofs.
- Installation of shades.
- Additional aid for demographic challenges: municipalities with up to 5,000 inhabitants (5% increase).
- Program 4 and 5

PREE 5000 Program - ICAEN: Aid program for the energy efficiency renovation of buildings
What is subsidized?
Project for energy efficiency renovation for entire buildings in municipalities with less than 5,000 inhabitants.
Included buildings: single-family houses, apartment blocks, buildings for tertiary and other uses. One of the following types of renovations are acknowledgeable:
- TYPOLOGY 1: insulation of facades or roofs, changing windows, sun protection.
- TYPOLOGY 2: Renovation of heating, cooling and domestic hot water (DHW) installations by aerothermal, thermal solar panels, geothermal or biomass.
The building's energy efficiency renovation project requires:
- Reduce non-renewable primary energy consumption by 30%.
- Lower CO2 emission grade.
Available budget: 5,574,330€
Percentage of fund intensity (%):
- Basic fund + additional fund [social, energy efficiency, integrated].
- Between 40% and 90%
Who can apply? Usually the owner of the building.
Please note:
- Buildings constructed before 2007.
- Project realization after the date of applying for funds
- Budget over 10,000 euros without VAT.
- Applications processed in strict order of presentation.
- The certificate of energy efficiency (EEC) before and after the rehabilitation should be comparable and clearly focussed on the subject of aid. Photovoltaic solar installations cannot be included.
- Newly built buildings or extensions (surface or volume) or change of use of the building cannot be submitted.
- Building lighting is not subsidized.
- Realization initiated after the date of applying for funds, except for preparation work.
DUS 5000 Program - ICAEN: Aid for investments in unique local renewable energy projects in demographically challenged municipalities
What is subsidized?
- Reduction of energy demand and consumption in buildings and public infrastructures.
- Self-consumption photovoltaic installations.
- Aerothermal, geothermal, biomass and solar thermal installations.
- Installation of heat and cooling network (District heating)
- Fight against light pollution, efficient and intelligent lighting, Smart Rural and ICT.
Available budget: 8,673,750 €for Catalonia.
Intended for:
- Local entities, entities covering multiple regions, autonomous bodies and public entities offering local public service.
- Aid for investments in unique local renewable energy projects in demographically challenged municipalities
European aid for improving the energy efficiency of buildings
What is subsidized?
- Program 3: This program aims, both in urban and rural areas, to finance construction work or renovation in buildings that are primary used as residential and where an accredited improvement in energy efficiency is obtained, with special attention to the building development in buildings of the type collective housing, including its dwellings and single-family houses.
- Program 4: The purpose of this program is to finance renovation and construction work to improve energy efficiency in houses, both in single-family houses as in multi-family buildings.
- Program 5: The purpose of this program is to promote the implementation and generalization of a document containing essential information about the current state of the existing building before renovation, through a grant that covers part of the costs of professional fees for issuing the document, as well as the development of the integral technical project for the different disciplines within the renovation.
Available budget: 186.7 million euros in several years. Between all programs.
- Budget of 480 million euros in Catalonia between 2022 and 2026.
Who can apply? Communities of owners and owners of vertical property, whether natural or legal persons.
Please note:
Program 3:
Subsidized renovation
Building renovations with an accredited reduction of at least 30% in the consumption of non-renewable primary energy and also a 25% reduction in the heating and cooling demand, depending on the climate zone.
Renovations that involve the removal of construction products with asbestos (a maximum of 1,000 euros per house or 12,000 euros for building).
The subsidized percentage is directly related to the reduction of EPNR consumption:
- 40% subsidy: when the reduction in EPNR consumption is equal to or greater than 30% (a maximum of 6,300 euros / house).
- 65% subsidy: when the reduction in EPNR consumption is equal to or greater than 45% (a maximum of 11,800 euros / house).
- 80% subsidy: when the reduction in EPNR consumption is equal to or greater than 60% (a maximum of 18,800 euros / house).
- In case of vulnerable people there is a possibility for subsidies up to 100%.
The technical inspection of the building (ITE) has to be approved or accepted for processing.
Program 4
Retrofits must achieve a reduction in global energy demand for heating and cooling of at least 7% or a reduction in non-renewable primary energy consumption of at least 30%.
Amount of funds.
Minimum cost equal to or greater than 1,000 euros / house.
The grant will be 40% of the cost of the renovation, with a limit of € 3,000.
Program 5
Building requirement for renovation aid
a) To be completed before the year 2000.
b) At least 50% of the surface built on the ground level, excluding the ground floor or lower floors if it has other compatible uses, has residential usage.
Amount of funds.
- For single-family houses and multi-family buildings with up to 20 homes: 700 euros, plus an amount of 60 euros per house.
- For multi-family buildings with more than 20 houses: 1,100 euros, plus an amount of 40 euros per house, with a maximum grant amount of 3,500 euros.
- If you do not have a document of the Technical Inspection of the Building, a Building Assessment Report or similar document, the aid may be increased up to 50%.
The maximum amount of the subsidy for technical projects for subsidized renovation of buildings will be obtained as follows:- For single-family houses and multi-family buildings with up to 20 homes: 4,000 euros, plus an amount of 700 euros per house.
- For multi-family buildings with more than 20 houses: 12,000 euros, plus an amount of 300 euros per house, with a maximum grant amount of 30,000 euros.
The awarded renovations will be selected in strict order of presentation of the corresponding programs until the end of the funds.

90% of the professionals are from the same area. The project enhances and prioritizes the natural and economic resources of the municipality, so that they stay in their territory, creating a circular economy.

CREATE NEW JOBS
The green energy sector will create many new jobs before 2030. The demand for energy products and services will grow, which will mean an increase in the economy and specialized work.
